Konstantin Zaytsev, vice chairman of State Duma Energy Committee

– Konstantin Zaytsev supports the position on measures to prevent information attacks on nuclear facilities

During the meeting of the Expert Council for Legislative Support of the Nuclear Industry of the Energy Committee of State Duma, the vice chairman of the committee Konstantin Zaytsev expressed support for the position of senator Grigory Naginsky concerning the measures to prevent information attacks on nuclear facilities.

“We have seen lots of such attacks over the last years. In Nov 2004 unknown people called the companies, schools and universities of Saratov region and warned the people about an “accident” at Balakovo NPP.

In 2007 rumors about Volgodonsk NPP caused panic among the population of Southern Russia. In May 2008 such an attack was undertaken against Leningrad NPP. It seems that these actions are aimed at scaring and demoralizing people and setting them against nuclear energy. This problem concerns not only the nuclear sector but also some other industries. 

The initiative of the senators to draft an amendment to the Criminal Code of the Russian Federation envisaging criminal responsibility for spreading of allegations about emergencies is quite timely and I am ready to join the relevant working group.”
