Viktor Ozerov, Chairman of Federation Council Committee on Defense and Security

– The point of this amendment is that the standards and rules already existing in Russia are being put into international legal practice

On July 8 the Federation Council Committee on Defense and Safety examined and recommended for approval the Amendment to the Convention of Physical Protection of Nuclear Material

The Amendment to the Convention on Physical Protection of Nuclear Material fully meets Russia’s efforts to develop nuclear energy and to combat terrorism. The international nuclear law is gradually toughening the sanctions against violators of the nuclear nonproliferation regime irrespective of their motives. One of the most important changes is that political motives are no longer regarded as a factor justifying violation of nuclear safety. All this allows effectively preventing nuclear incidents and ensuring the safety transportation and storage of nuclear materials.

The point of this amendment is that the standards and rules already existing in Russia are being put into international legal practice. The adoption of the amendment does not imply additional budgetary expenses but will enhance the safety and protection of nuclear materials and facilities.
