– We should substantially change the organization of scientific research in the nuclear power sector

Director General of All-Russian Research Institute of Technical Physics and Automation Nikolay Kuzelev has commented to journalists on the results of the activities of the Russian nuclear power industry in 2006:

It was a successful year for the industry. It was a very hard but very interesting year. 2006 was the year of new nuclear project — peaceful and essential for society and state. It fact, it was a breakthrough in the peaceful development of the nuclear power sector.

The Government’s crucial decisions in the sphere, the development of programs for developing nuclear arms and nuclear industry, drastically new approaches to the concept of nuclear security, legislative reforms — that is, particularly, what has been done in the past year.

Our institute has already formulated its key tasks under the Federal Target Program for the Nuclear Power Complex Development. In 2006 we have increased our supplies to NPPs and fuel plants, have enlarged the geography of our supplies, have started tender supplies of new radio-therapy device. Our present and future development plans have been approved with all available resources considered so that we get most actively involved in Rosatom’s important programs. First of all, we should make ready for sharply increasing the volume of work and raising its quality so we can speed up the development of the nuclear power industry throughout its technological cycle. For this purpose, we are improving the management system, actively applying innovative approaches, strengthening ties with our key partners: TVEL, Rosenergoatom, Tekhsnabeksport — this is our contribution to the start of the program and the establishment of Armenergoprom holding.

Today, we are beginning to consider all possibilities for intensifying our work. As a director and a scientist who has been designing equipment for our industry for many years, I am glad to see that almost all the sections of the Program provide for effective development through integration of scientific achievements and high technologies into the key products of the industry: production technologies, reactors, NPPs. So as to be able to carry out this important task, we should involve young specialists in our research and design companies and substantially reform the organization of scientific research.
