On July 23 2008 a delegation of Atomenergoprom OJSC, led by Deputy Director of Atomenergoprom-Director General of Rosenergoatom Concern Sergey Obozov, visited the construction site of Leningrad NPP-2 and Leningrad NPP (Sosnovy Bor, Leningrad region).
During a working conference at Leningrad NPP Obozov, the deputy director general-the director for development of Rosenergoatom Concern A.Polushkin, the deputy director general-the general inspector of Rosenergoatom Concern E.Pozdyshev, the deputy director general of Rosenergoatom Concern-the director of Leningrad NPP V.Lebedev, the head of department of Atomenergoprom OJSC Y.Sergeyev, the president of Atomstroyexport L.Reznikov (the former director of St.Petersburg Atomenergoproekt, the general contractor and designer of Leningrad NPP-2), the head of the Directorate for the Construction of Leningrad NPP-2 O.Lebedev and other representatives of the general contractor and sub-contractor organizations discussed the course of the construction of Leningrad NPP-2.
In conclusion, Obozov said: “The situation at the construction site is quite favorable. Quite good work has been done on project documentation. For the moment we have no problems but we may have some in the future. We have come to regulate the onsite management system and the relations between the general contractor and the owner of the project on both construction and procurement.”
Reznikov presented a new project management structure. Obozov said that there would no longer be one contractor on the site. Shortly, St.Petersburg Atomenergoproekt will distribute the work planned for 2008 among five sub-contractors. “The experience of Rostov-2 and Kalinin-4 shows that the number of contractor organizations may amount to 15,” Obozov said.
Note
The construction of LNPP-2 is part of the federal target program for the development of the energy industry of Russia 2007–2015 approved by the Government of the Russian Federation on Oct 5 2006.
On Aug 30 the speaker of the State Duma Boris Gryzlov, the head of Rosatom Sergey Kiriyenko and the governor of Leningrad region Valery Serdukov officially launched the LNPP-2 project. On Sept 12 Rostekhnadzor granted licenses for deployment of the 1st and 2nd units of Leningrad NPP-2. In 2008 the Government is planning to allocate 6bln RUR for the project. The total cost of the project is almost 70bln RUR. The project was approved by the public and is presently being considered by the Chief State Inspection. The project is analogous to the units built by Russian specialists at Tianwan NPP in China – WWER-1000. The 1st unit is to be launched in 2013. On June 24 Rostekhnadzor granted Rosenergoatom Concern a license for construction of 1st unit of Leningrad NPP-2.
