Last Wednesday Head of Rosatom Sergey Kiriyenko presented to the State Duma a bill on nuclear power sector reformation.

The bill “On the Peculiarities of Property and Stock Management by Organizations Operating in the Sphere of Nuclear Power Use and On Amendments to Some Legislative Acts of the Russian Federation” sets guidelines for the Government for property management in the civil nuclear power complex.

Kiriyenko said that the bill suggests setting up vertically integrated 100% state-owned companies on the basis of JSCs and FSUEs (federal state unitary enterprise) in order to overcome the present disproportion in nuclear power sector management. The current legislation provides for only one form of ownership – Federal ownership. “In fact, this situation puts the activities of the whole nuclear power complex beyond the law,” Kiriyenko said.

In his turn, the director general of the Rosenergoatom concern Sergey Obozov said that the transfer of NPPs into the concern’s ownership is a formal procedure. “We should understand that 100% of the JSC the Rosenergoatom state unitary enterprise will be transformed into will remain the property of the Russian Federation, i.e. the owner will not be changed.” The Board of Directors will comprise only government representatives. All the obligations specified in the collective contracts made before  the corporization will remain in force. The employer-employee relations will not be changed or stopped,” Obozov said.
 
Hence, there are no social risks, while economic and administrative advantages are obvious. Now that the wholesale power market is operating under new conditions, JSC-type ownership allows to more flexibly and effectively attract investments and credits into production development.

“There is one interesting paradox: today, as an FSUE, we are forced to give social facilities to local administrations, while, as a JSC, we will be able to spend our earnings on specific social projects,” Obozov noted.
