State Duma approved the second reading of “tunnel bill” on nuclear power sector reforms

On Jan 17 2007 State Duma approved the second reading of the bill «On the Peculiarities of the Management of the Property and Shares of Organizations Using Nuclear Energy and On Relevant Changes in Some Legislative Acts of the Russian Federation.» 372 deputies voted «pro.»

The third reading is scheduled for Jan 19. The bill regulates the management of the property and shares of nuclear power organizations of the Russian Federation.

The aim of the bill is to raise the competitiveness of Russian nuclear power companies on the world markets, to remove legislative obstacles to their efficiency, to regulate the property basis of their activities, to harmonize the organizational and managerial structure of the nuclear power complex with the modern economic conditions in Russia.

The first reading was approved on Dec 6 2006.

On June 9 President Putin ratified «The Nuclear Power Sector Development Strategy.» The key aim of the strategy is to increase the share of nuclear power engineering in the country’s energy balance to 25% by 2030. The above bill is one of the initiatives under the strategy. It is aimed at reforming the civil part of Rosatom and at forming Atomenergoprom holding.
