Russian President Vladimir Putin ratifies the “tunnel law”
Russian President Vladimir Putin has ratified the federal law “On the Peculiarities of the Management and Disposition of the Property and Shares of Organizations Using Nuclear Energy and On Relevant Changes to Some Legislative Acts of the Russian Federation,” reports the press service of the President.
The law was adopted by the State Duma on Jan 19 2007 and approved by the Federation Council on Jan 24 2007.
The law is aimed at optimizing the legal and organizational conditions for the activities of the nuclear power complex of the Russian Federation, at forming a legislative basis for its restructuring, particularly, at regulating the process of management and disposition of the property and shares of organizing acting in the sphere. The key goal of the law is to make Russian nuclear companies more competitive on the world market and more attractive for investors.
The law stipulates limited use of nuclear materials, equipment and storages for civil purpose, restructuring the federal unitary enterprises – specified by the Presidnet – into JSCs, forming an integrated structure covering the whole nuclear fuel production cycle and acting according to the market economy rules.
To remind, this project was mentioned for the first time by the head of Rosatom Sergey Kiriyenko during his speech at Kurchatov Institute on Feb 8 2006. He said that during the year Rosatom would form a legislative basis for a nuclear power holding.
