Parliamentary hearings “Legislative Support of Russia’s Fuel-Energy Balance Optimization”

On Mar 20 2007 the Energy, Transport and Communication Committee of the State Duma is holding hearings on the subject “Legislative Support of Optimization of Fuel-Energy Balance of Russian Federation”

Presently, the structure of Russia’s power generation is as follows: TPPs produce 66.5% of the total energy, WPPs — 17.7% and NPPs — 15.8%. The gas consumption has already reached the level planned by the Energy Strategy for 2020. Particularly, in the European part of Russian over 80% of power capacities work on gas.

The organizers of the hearings believe that this situation poses a serious threat to energy consumers and the country’s energy security, in general, and requires urgent revision. «The optimization of the fuel-energy balance is a strategic task and should be given legislative support,» says the chairman of the committee Valery Yazev. «The fuel-energy balance should no longer be just a statistical document, we should make it a regulating deed. So, we need to draft a federal law that would regulate the process of forecast balance preparation and application. Only then will we be able to carry out effective state policy in the fuel and energy complex.»

Attending the hearings will be the director of the Energy Research Institute of the Russian Academy of Sciences Alexey Makarov, the director of the FEC Department of the Ministry of Industry and Energy Anatoly Yanovsky, the secretary general of the Eurasian Economic Community Grigory Rapota, representatives of the Ministry of Economic Development, the Federal Tariff Service, the Federal Service of State Statistics, Rosatom, RAO UES of Russia, Gazprom, Rostomprom (Russian Fuel Company),  fuel extracting companies.
