Conference on strategic partnership between nuclear energy and nuclear weapons complexes held in Zarechny (Penza region)
On Mar 20 the Federal Research and Production Center of the Start PA (Zarechny) hosted a conference on the problem of involvement of the companies of the nuclear weapons complex and the enterprises of Penza region in the fulfillment of the nuclear energy sector’s orders in light of the implementation of the federal target program for nuclear energy development in 2007–2010 and till 2015. Attending the conference were the heads of Rosatom, weapons and energy companies, Rosenergoatom.
While opening the conference, the head of Rosatom Sergey Kiriyenko said: «I think that this is a very important meeting. We realize that the maximum possible financing and support the Government could provide us with has already been finalized: a whole number of federal target programs have been adopted for this purpose. In order to obtain additional financing, we should make economic contracts. Considering the large-scale tasks we are faced with and the big financing we are receiving today, we should try to find job for nuclear weapons companies with their vast scientific and industrial capacities. On the basis of the adopted decisions, the energy complex should formulate an order. It has demand and money, while the nuclear weapons complex has competence, knowledge, experience, people and technologies — something we certainly need.»
The conferees discussed the prospects and tasks of the strategic partnership between the nuclear energy and nuclear weapons complexes. Particularly, they stressed the necessity of creating necessary conditions and developing cooperation mechanisms and structure. For this purpose, in Feb 2007 Rosenergoatom’s working group started active cooperation with NWC companies. The group is led by the deputy director general-director for scientific-technical policy of Rosenergoatom Vladimir Asmolov. During the conference the group members presented a matrix of cooperation under the key programs of the nuclear energy complex.
Rosenergoatom Director General Sergey Obozov said: «The proposed matrix of cooperation will be developed in five directions: NPP-2006, future NPP-2009, small power engineering, new technological platform (fast-breeder reactors) and nuclear radiation safety. Interaction under this program will allow us to attain a new quality of exchange of experience, technologies and equipment and to make common decisions on infrastructure problems. Rosenergoatom’s mission is to coordinate — through its working group — the cooperation between the nuclear energy and nuclear weapons complexes till the formation of a relevant coordinating center. The center will be opened on Apr 15 on the basis of the Research Institute of Pulse Engineering and we Dgd13_ffwill start our cooperation with the NWC. By July 1 we will draft a package of joint pilot projects.»
