Rostekhnadzor registers significant reduction in the number of operating violations at NPPs
The Federal Service for Ecological, Technological and Nuclear Control has registered significant reduction in the number of violations in the operation of the Rosenergoatom NPPs: just 42 violations at 31 units in 2006 against 102 violations at 29 units in 1998.
During a press-conference on Apr 26 the advisor of the head of Rostekhnadzor Yevgeny Anoshin said that Rostekhnadzor is preparing for the implementation of the Federal Target Program “Development of the Nuclear Energy Complex of Russia in 2007–2010 and -2015.” During that period Rosatom is planning to build 2 units (at Rostov and Kalinin NPPs), to start building 16 units (NPP-2006), to prolong the service life of 18 units and to carry out a complex of measures for enhancing the capacity factor of the existing NPPs.
“Our task of the year is to take part in the initial stage of new units construction: to carry out examination and to exercise control over the process of designing,” Anoshin said.
Rostekhnadzor has developed a concept of new unit construction licensing and the head of Rostekhnadzor Konstantin Pulikovsky has approved it. The concept consists of two documents ensuring the licensing of nuclear power units to be built on the basis of a basic design. The documents set specific nuclear and radiation safety requirements to units, radiation sources, nuclear materials and radioactive waste storage facilities, declared activities of future NPPs.
Rostekhnadzor has drafted a decision on the order and volume of relevance assessments of the equipment and articles delivered to NPPs. The document will take force July 1 2007. It is aimed at preventing the use of counterfeit and poor-quality equipment, components, materials and semi-products at existing and built nuclear power units.
“These and other actions will allow us to ensure the nuclear and radiation safety of the built nuclear power units,” Anoshin said.
