Rostekhnadzor has approved rules for physical protection of nuclear materials, nuclear plants and storage facilities
The head of the Federal Service for Ecological, Technological and Nuclear Control (Rostekhnadzor) Konstantin Pulikovsky has ratified new rules for the physical protection of nuclear materials, nuclear plants and storage facilities. The rules have been adopted in line with Resolution N456 of the Government of the Russian Federation and in compliance with the IAEA’s recommendations for the physical protection of nuclear materials and nuclear plants.
The rules regulate the state system of physical protection of nuclear and radioactive materials – a system for planning, coordinating, supervising and ensuring the physical protection of nuclear materials and nuclear plants. The system comprises nuclear facilities, federal authorities managing nuclear facilities and ensuring the compliance with the Convention on the Physical Protection of Nuclear Materials, federal authorities responsible for the physical protection of nuclear materials (the Federal Security Service, the Armed Forces, the Ministry of Internal Affairs), federal authorities exercising control over the physical protection of nuclear materials (Rostekhnadzor).
Besides, physical protection of nuclear materials is an object of international cooperation, exchange of information, technical support under bilateral and international projects.
The system of physical protection of nuclear materials has the following tasks: detecting and preventing unsanctioned actions, responding to such actions and neutralizing the actors.
The rules regulate the organization of the physical protection of nuclear materials and nuclear facilities during their transportation, the deployment of physical protection systems at nuclear facilities, the actions of the management of nuclear facilities in case of stealing of nuclear materials.
In 2006 Rostekhnadzor conducted 1,144 inspections at nuclear facilities and detected 850 violations of rules, standards and terms of license.
