The construction of Zhelezogorsk Thermal Power Plant is being carried out according to the schedule
One of the key requirements set by Rosatom to Rosenergoatom is the ecological safety of the project. The project has gone through all necessary ecological inspections, including the State Ecological Inspection.
In 2001 specialists of VNIPIET and Mining Chemical Combine (Krasnoyarsk) drafted a sketch plan of Zheleznogorsk TPP that located the facility southward of Zheleznogorsk. The authorities of Zheleznogorsk have examined all the scenarios and have decided that the plant should be built on the site of unfinished Sosnovoborsk TPP. The State Ecological Inspection has approved the plan.
The general designer of the TPP, VNIPIET, jointly with a group of research and development institutes, has carried out the feasibility study of the project and has submitted the report to the supervisory authorities of Krasnoyark region: Yenisey Water Department, Yenisey Fish and Water Department, Krasnoyarskenergo, Fire Security Agency, Emergency Ministry, Chief Ecological Inspection for Krasnoyark region, etc..
Rostekhnadzor has confirmed their findings. All of them were positive.
In order to calculate the concentration of pollutants in the air, a group of experts have monitored the effects of the boiler in winter — at the peak of its work – and have found out that it has no negative effects on the environment. The facility fully complies with the Russian ecological standards, which are similar and, sometimes, even tougher than the standards applied in the United States.
The analysis of pollutant distribution in the area has shown that the maximum ground level concentration there is within norm.
Even if the TPP is enlarged and emits 80% more pollutants, their ground level concentration will grow by 7%, at most.
All-Russian Thermal Engineering Institute has analyzed the structure of the components of coal ash in different basins, particularly, at Kansko-Achinsky Basin. They have found no mercury there, while the concentration of radioactive nuclides was within norm.
Following the toughening of the emission standards, the designers and producers of boilers have enhanced their combustion efficiency by rationalizing the combustion space and installing special filters. As a result, their boilers have begun to emit 30% less of gas.
Hence, we can assume that Zheleznogorsk TPP will have little effect on the environment.
The construction of Zheleznogorsk TPP is stipulated by Russian-US agreement on the shutdown of Russian plutonium plants (ADE) and their replacement by other sources of energy.
