Director of Rostekhnadzor believes that the key goal of his agency in the nuclear energy sector is to adopt a law “On State Regulation of Nuclear and Radiation Safety”
The key goal of Rostekhnadzor in the nuclear energy sector is to adopt a law “On State Regulation of Nuclear and Radiation Safety,” the director of the agency Konstantin Pulikovsky told journalists during the 51st IAEA General Assembly in Vienna.
He said that the law should enhance the authority of the state agencies controlling nuclear safety and specify the procedure of licensing and examination, particularly, the order of control over the construction of nuclear facilities now that the Town Planning Code has been amended. “We are planning to adopt the law in 2008 after the election of new State Duma,” Pulikovsky said.
He said that nuclear and radiation safety examinations should be carried out by government agencies and financed by the state rather than companies building and operating NPPs. “This year – as an experiment — the Government has provided us with 80mln RUR. In 2006 we spent 200mln RUR on examinations. This money should be allocated from the budget so as to prevent possible influence of owners on expert organizations,” Pulikovsky said.
