Head of Presidential Department for Civil Applications recommends heads of ministries and departments to use Rostekhnadzor’s experience in conducting internet-conferences
The head of the Presidential Department for Civil Applications recommends heads of ministries and departments to use the experience of the head of the Federal Service for Ecological, Technological and Nuclear Control (Rostekhnadzor) Konstantin Pulikovsky in conducting internet-conferences.
During a seminar-conference concerning civil applications filed to Rostekhnadzor, Mironov said that Rostekhnadzor serves as an example of openness for other government agencies. The official web-site of the Service provides all necessary contact information. He advised Rostekhnadzor to open a new rubric on the site so as to inform people what is being done to solve the problems raised by citizens during their last TV and radio dialogue with the President. Pulikovsky accepted the advice and said that civil applications help his agency to improve its work.
“Ordinary people are a very useful source of information about problems in one or another region of Russia as Rostekhnadzor inspectors cannot be everywhere at one and the same time. For example, one inspector controls three mines: he should spend 1/3 of his working day there, which means that he spends just 3–4 days a month in one mine. We would welcome any reports by citizens, any signals about ecological and technological problems,” Pulikovsky said.
“The quantity and quality of civil applications are the key criteria of the efficiency of our territorial offices,” Pulikovsky said.
Mironov pointed to the mistakes of the receptionists of Rostekhnadzor’s office in North-Western Federal District and the perfect work and politeness of their colleagues from Volga Federal District.
He recommended Rostekhnadzor to draft and adopt administrative regulations for handling civil applications.
Since Jan 1 2007 the central office of Rostekhnador has received 750 written applications. Every day the office receives 20–25 calls and dozens of e-mails.
