Symbolic ceremony of putting the first spade of concrete in the floor panel of the reactor department of the 4th unit of Kalinin NPP took place in Udomlia Nov 12
The governor of Tver region D.Zelenin, the acting director general of Rosenergoatom Concern A.Lokshin, the director of Kalinin NPP L.Martynovchenko and other officials attended the ceremony.
Zelenin said that energy supply is one of the key guarantees of the economic development of Russia. The taxes Tver region is going to get from the 4th unit of Kalinin NPP (over 1bln RUR) will be spent on social programs.
Lokshin said: “We have been waiting for this day for a long time. Today, we are implementing a large-scale program – a program many people have already called ‘nuclear renaissance.’ We are doing our best to carry the program through as our development is impossible without nuclear energy.”

The construction of the 4th unit of Kalinin NPP is supposed to enhance the energy safety of Tvel region and Russia, as a whole. The project is part of the federal target program for the development of the nuclear industry of Russia in 2007–2010 and -2015. The unit is to be launched in 20111.
The project for the construction of the 3rd and 4th was approved by the Energy Ministry of the USSR in Oct 1985. The construction of unit 4 was stopped in June 1991.
A decade later the authorities of the Russian Federation realized that the project should be resumed.
Oct 22 2002 the Minister of Atomic Energy of the Russian Federation and the governor of Tver region signed a declaration of intention to resume the construction of unit 4 of Kalinin NPP.
Feb 16 2006 the deputy head of the Federal Agency for Nuclear Energy I.Kamenskikh approved the decision.
In 2007 Government approved the enlargement of Kalinin NPP to 4000MW and the budget of the project. The project has been examined by the State Ecological Inspection. The general contractor is Nizhniy Novgorod Atomenergoproekt.
Sept 7 2007 the Federal Service for Ecological, Technological and Nuclear Control of the Russian Federation (Rostekhnadzor) licensed the project.
