Alikhanov Institute for Theoretical and Experimental Physics is restoring its territorial integrity
“Alikhanov Institute for Theoretical and Experimental Physics” Russian Federation State Scientific Center (ITEP), which is subordinate to the Federal Agency for Nuclear Energy, is taking measures to restore its territorial integrity with a view to protect the state property located in its territory and to ensure its enhanced security regime.
Note: ITEP is a multiprofile center for research and education. Its activity is focused on study of the fundamental properties of matter and their use for the development of new technologies, in particular, ecologically-safe sources of energy, energy-saving equipment, telecommunications and medicine.
The main fields of research include theoretical and mathematical physics, astrophysics, high-energy (elementary particle) physics, nuclear physics, plasma physics, solid-state physics, nanotechnologies, reactor and accelerator technologies, medical physics, computer science.
ITEP owns a heavy-water reactor and a proton accelerator and a large territory, which needs special protection.
Meanwhile, in the 1990s some entities obtained leasehold over ITEP’s property but now, neglecting the special safety regime, they either have opened own entrances to the territory of the institute or have separated their plots from the general area and have thereby violated the institute’s territorial integrity.
Particularly, the institute owns a building with a total area of 8,000 sq m. For 10 years it has been rented by New Babylon Trading-Capital Ltd on the basis of a contract with the State Committee on National Property Management (Dec 17 1997).
Even though the contract stipulates the rent of just 2,011 sq m of the building, ITEP has been denied access to the building: the entrance is guarded by some unknown people, who introduce themselves as employees of New Babylon Trading-Capital Ltd.
This situation is causing damage to both the state and ITEP.
The contract has already expired and ITEP is not going to prolong it. The above-stated circumstances have been confirmed by inspections of the Federal Agency for Federal Property Management and are reflected in relevant documents.
Presently, ITEP is trying to settle the problem at court.
