On Nov 22 head of Rostekhnadzor met with his inspectors in Tver region

There is a certain problem with the division of powers in the field of ecological control between federal and regional authorities, the head of Rostekhnadzor Konstantin Pulikovsky said in Tver today.

“There are governors who seek more control in the sphere, there are ones who shirk responsibility, but there are also people who scrupulous discharge their duty to ensure the execution of the federal law #199,” Pulikovsky said.

In Tver region there is no such problem: the federal and regional authorities effectively cooperate in the sphere. Rostekhnadzor and the local administration have signed an agreement for cooperation in the field of ecological control and have coordinated a list of facilities subject to federal control.

Formerly, Rostekhnadzor controlled 16,000 facilities in Tver region, today, it controls just 450 facilities, the rest are controlled by the regional authorities.

“In due time, the greater part of ecological control may go into the hands of regional authorities as ecology is one of the key concerns of our people and local authorities are the closest to them. Our key goal is to make ecological control as effective as possible,” Pulikovsky said.

In Tver Pulikovsky met with the inspectors of Rostekhnadzor’s territorial department for Tver region. The inspectors reported to their chief on their work and problems.

In 2006 Rostekhnadzor carried out 1,281 inspections, since the beginning of 2007 – 948 inspections. A total of 7,101 violations have been detected as a result.

On Nov 23 Pulikovsky is planning to visit Kalinin NPP with a view to inspect the construction of the 4th unit. “I am also planning to inspect the control and safety systems of their existing units. They use new methods and unique safety systems. I would like to see if their systems are effective and if our inspectors do their work efficiently,” Pulikovsky said.
