Rostekhnadzor advocates early adoption of the federal law on civil liability for nuclear damage and financial compensation for it

The first reading of the law has already been approved by the State Duma. Rostekhnadzor believes that the adoption of the law will create a legislative basis for nuclear insurance and will improve the work of the Russian nuclear insurance pool.

The law will serve as an important social-psychological factor for shaping positive public attitude towards the use of nuclear energy.

Rostekhnadzor believes that insurance is the most effective instrument of financial compensation by companies using nuclear energy for the damage they cause to third parties.

The existing law on the use of nuclear energy specifies three forms of financial compensation: insurance, state guarantees and own funds of operating organizations.

“The use of insurance instruments will spare the federal budget from unforeseen compensation payments in case of possible accidents and will guarantee compensation to third parties in case of insolvency of those guilty for the accidents,” says the advisor of the head of Rostekhnadzor Ilya Morgunov.
