2nd meeting of Rosenergoatom Council for Formation of Investment Programs and Monitoring of Economic Efficiency of Capital Investments took place at Kursk NPP
Rosenergoatom Concern’s Council for Formation of Investment Programs and Monitoring of Economic Efficiency of Capital Investments held its 2nd meeting at Kursk NPP on Dec 13–14 2007. Representatives of the Central Office and nuclear power plants of Rosenergoatom Concern and guest organizations – Rosatom, St.Petersburg Atomenergoproekt, Nizhniy Novgorod Atomenergoproekt, TsNIIATOMINFORM, Moscow State University, Stroytransgaz, the Center for Economy and Price Formation in Construction – took part in the meeting.
The chief inspector of Kursk NPP V.Ryakhin, the deputy director for capital construction A.Gryaznov and head of the Capital Construction Department S.Grigoryev welcomed the members of the Council and the guests. They pointed out that the Council has proved its efficiency and greatly helps Rosenergoatom to effectively manage its investment programs.
On the first day, the Council summed up the results of the fulfillment of the protocol of its 1st meeting at Smolensk NPP in Sept 2007. The Council decided to enlarge its membership to be able to solve all the problems of the enlarging Concern: representatives of Leningrad NPP-2, Novovoronezh NPP and some other structural departments of Rosenergoatom were admitted into the Council, while representatives of St.Petersburg Atomenergoproekt, Nizhniy Novgorod Atomenergoproekt and Atomenergoproekt FSUE were admitted into the Council’s expert group.
One of the leading Russian experts on investment management and efficiency, professor of the Economic Department of Moscow State University V.Kochikyan was also admitted into the expert group.
The Council heard reports on the following subjects:
— in investment process management planning and efficiency:
• reports by the head of the Department for Management of Investment Programs G.Sakharov «Analysis of the Use of Capital Investments of Rosenergoatom Concern in 2007: the Key Tasks of the Economic Services of the Capital Construction Department and the Key Parameters of the Plan of Use of Capital Investments in 2008» and «Formation of Investment Program of Rosenergoatom Concern in 2009–2011»;
• report by the head of division of the Department for Management of Investment Programs A.Stepanov «Proposals and Recommendations for Choosing Discount Rate in Evaluating the Economic Efficiency of Rosenergoatom Concern’s Investment Projects»;
— in the field of methodology of pricing under NPP construction projects and automation of work with estimates:
• Report by the deputy head of the Directorate for Information Support of Project Management System Y.Moiseyev «On the Progress in the Development of Rosenergoatom Concern’s Target Program for Enhancing the Efficiency of Capital Investments by Improving the System of Pricing in the Field of Construction»;
• report by the director of EcoSoft Consulting Ltd V.Shatilov «Presentation of Target Program. Key Figures. Mechanism of Further Development, Implementation and Management of the Target Program»;
• report by the vice president of SrtoySoft Group D.Vinogradov «Methodological Recommendations and Rules of Pricing in the Field of Construction of Nuclear Power Plants».
The Council approved the Target Program with some remarks and recommendations for further improvement and final approval. The Council proposed creating a special center for price formation in the field of construction.
The Council also considered a number of proposals and recommendations by the economic services of the capital construction departments of Rosenergoatom NPPs and the Central Office for enhancing the efficiency of the Council’s work.
All the proposals and recommendations were included in a protocol to be approved by the deputy director general-director for development of Rosenergoatom Concern.
On the second day, the conferees went on an excursion of Kurchatov and Kursk NPP. They showed special interest in the construction site of unit 5 of Kursk NPP, which is part of the general scheme for siting nuclear power plants in 2007–2020 and the potential construction sites of Kursk Pumped Storage Plant, which is also part of the general scheme.
