Sergey Kiriyenko has introduced Kostukov and Ilkayev in their new positions

The head of Rosatom Sergey Kiriyenko has introduced Radiy Ilkayev as research manager of RFNC VNIIEF (Russian Federal Nuclear Center-All-Russian Research Institute of Experimental Physics, Sarov Nizhniy Novgorod region) and Valentin Kostukov as acting director of VNIIEF to the staff of the institute.

Kiriyenko said that Ilkayev had also been appointed as chairman of the Scientific-Technical Council of Rosatom, a structure responsible for scientific-technical policies in the nuclear weapons complex.

Kiriyenko said that the drafting of a new strategic program for the development of the nuclear weapons complex was one of the priority tasks in 2008.

Ilkayev has big experience and authority and deserves chairing the council and managing the whole scientific-technical policy in the nuclear weapons complex.

Kiriyenko thanked Ilkayev for his work as director of VNIIEF. “Your personal qualities, devotion and patriotism, have helped VNIIEF to survive the general crisis and to preserve its staff and unique competences,” Kiriyenko said.

He said that today VNIIEF was the best research center in the world. It had unique know-hows and was the basis of Russia’s competitiveness in the nuclear weapons production.

Speaking of Kostukov, Kiriyenko said that under his management NIIIS (Research Institute of Measuring Systems) had become one of the leading research institutes of the nuclear sector.

Presently, the institute is performing excellently under state contracts in the nuclear weapons complex and is receiving increasingly more orders in the civil sector – and not only from the nuclear industry but from many other industries, particularly, from Gazprom.

Starting from Jan 10 2008 the director of Y.Y.Sedakov Research Institute of Measuring Systems (NIIIS, Nizhniy Novgorod) Valentin Kostukov will act as director general of the Russian Federal Nuclear Center-All-Russian Research Institute of Experimental Physics (Nizhniy Novgorod region) before the appointment of director general.

Valentin Kostukov will replace Radiy Ilkayev, who will be appointed as the research manager of the institute.

The chief engineer of NIIIS Andrey Sedakov will act as the director of NIIIS.

The appointments have been made by the head of the Federal Agency for Nuclear Energy Sergey Kiriyenko.

In 1977 Valentin Kostukov graduated from Gorky Polytechnic Institute. After graduation he was employed with NIIIS and rose from junior engineer to director of the institute. 

He has been awarded the Order of Honor, the Order for Services to Fatherland, the Badge “Veteran of the Nuclear Power Industry,” the Badge “Y.Slavsky,” Government’s award in the field of science and technology.

Radiy Ilkayev has graduated from Leningrad State University.

In 1961 he was employed with VNIIEF, in 2004 he was appointed as director of the institute.

He has been granted state awards for developing and introducing special measurement methodology and designing special equipment; Government’s award in the field of science and technology; international awards; A.Sakharov Medal; Order of Honor, Order for Services to Fatherland, Medal for Contribution to the Production of Arms and Military Equipment, the Title “Honored Scientist of the Russian Federation.” 

Andrey Sedakov has graduated from Gorky Polytechnic Institute. In 1980 he was employed with NIIIS and rose from engineer to chief engineer.

He has been awarded Order for Services to Fatherland, Rosatom’s Badge “Veteran of Nuclear Power Industry,” Certificate of Gold Medal of Peter the Great, Rosatom’s Academician Kurchatov Badge.
