Operational Headquarters for Construction of Leningrad NPP-2 has held its 2nd meeting
The Operational Headquarters for Construction of Leningrad Nuclear Power Plant-2 held its 2nd meeting on May 29 2008.
The head of the NPP Construction Department of the Federal Agency for Nuclear Energy Aleksey Tutyayev, the director of the Investment Project Management Department of Atomenergoprom OJSC Sergey Onufriyenko, the manager of the LNPP-2 project Sergey Borisov, the acting head of the Directorate for the Construction of LNPP-2 Oleg Lebedev, the first deputy director general-the technical director of St.Petersburg Atomenergoproekt FSUE (the general contractor of the project) Anatoly Molchanov and representatives of the owner, the general contractor and sub-contractors took part in the meeting.
The headquarters heard a report and proposals by the general contractor concerning the state and the prospects of the project. Molchanov says that they have specified a number of urgent problems and measures for their resolution.
After the meeting the head of the Directorate for the Construction of LNPP-2 Oleg Lebedev said:
“The 2nd meeting of the headquarters was quite constructive and fruitful. However, the owner and the general contractor have not yet reached full understanding on some of the problems discussed during the 1st meeting. We hope that the general contractor will show more understanding and responsibility and will provide us with a more specific picture of its further work under the project.”
“We also hope that the owner, the general contractor and the sub-contractor organizations will shortly enhance their efficiency in delivering equipment and building necessary infrastructure.”
During the June meeting the headquarters is expected to specify the schedule of the project and the persons responsible for the timely implementation of the project.
422 people, 208 vehicles and 127 special devices are involved in the project for the moment. In June the number of the personnel will be increased to 700.
Presently, the constructors are preparing for the concreting of the foundations of the reactor compartment of the 1st unit.

The first meeting of the operational headquarters for the construction of the 1st and 2nd units of Leningrad Nuclear Power Plant-2 took place in Sosnovy Bor on Apr 23 2008.
Representatives of Rosenergoatom Concern, the general contractor (St.Petersburg Atomenergoproekt) and the sub-contractor organizations took part in the meeting.
The general contractor and the sub-contractor companies reported on its work in Mar 2008 and on the terms of the contract for 2008. They pointed out that despite a number of unsolved problems, they were meeting the schedule.
The parties introduced their executives and considered the problem of financing.
They also discussed their actions to prepare estimates, to carry out construction and installation work and to place orders for equipment with long-term manufacturing cycle.
After the meeting the parties visited the construction site. As of today, the general contractor and the subcontractors have built a section of A-121 road, are digging the foundation pits of the reactor and cooling towers, building temporary roads, a pumping station and a road from the city to construction base #1 and planning the construction area.
LNPP-2
The construction of LNPP-2 is part of the federal target program for the development of the energy industry of Russia 2007–2015 approved by the Government of the Russian Federation on Oct 5 2006.
On Aug 30 the speaker of the State Duma Boris Gryzlov, the head of Rosatom Sergey Kiriyenko and the governor of Leningrad region Valery Serdukov officially launched the LNPP-2 project.
On Sept 12 Rostekhnadzor granted licenses for deployment of the 1st and 2nd units of Leningrad NPP-2.
In 2008 the Government is planning to allocate 6bln RUR for the project. The total cost of the project is almost 70bln RUR.
The project was approved by the public and is presently being considered by the Chief State Inspection.
The project is analogous to the units built by Russian specialists at Tianwan NPP in China – WWER-1000.
The 1st unit is to be launched in 2013.
