The Technical Committee for the Cooperation of the Rosenergoatom concern with the Nuclear Power Inspectorate of Sweden (SKI/ICP) had a meeting on Nov 7–8, 2006
The meeting was held in the framework of the International Cooperation Program. The sides pointed out that the projects of 2006 were well organized and have proved the high efficiency of the cooperation.
Technical Director of Rosenergoatom Nikolay Sorokin told the sides about the major results of the concern’s activities in Jan-Nov, 2006, particularly, about the measures for raising NPP safety, the planned reform of the nuclear power industry and the relevant changes in the sector. Sorokin confirmed the commitment of the Russian side to further develop its cooperation with SKI/ICP, particularly, through joint financing of priority projects.
The Swedish delegates told Sorokin that the Swedish Government has approved the ICP budget 2007 and has instructed the Inspectorate to focus on reactor safety and nuclear and radioactive waste treatment in the North-Western Region of Russia. In the future all projects will be co-financed.
Presently, Rosenergoatom and SKI/ICP are exchanging experience in ensuring the operational security and modernization of the Kolsky and Leningradsky NPPs, where the sides have already handled almost a dozen of projects for installing new equipment and raising safety parameters. The sides decided to provide all operating NPPs with information about their successful projects and with multimedia video materials about the repair of the pumps and electric motors of the VVER-440 reactor.
Both sides expressed satisfaction with the results of their cooperation in 2006 and their plans for 2007. The next meeting will be held in Stockholm in June 2007.
The cooperation of the Leningradsky and Kolsky NPPs with SKI/ICP started after the conclusion of the agreement between the Swedish and Russian governments “On Joint Control of Nuclear and Radiation Security in the Sphere of Peaceful Use of Nuclear Power” (Dec 2 1997). Before the formation of the Generating Company, it was carried out on the basis of bilateral agreements between the NPPs and the Swedish International Project (SIP).
When in 2002 the Russian Government formed the Generating Company (in line with the governmental decree #1207 dated Sept 2001), the Swedish side was informed of the change in the legal status of the NPPs and Rosenergoatom. During the June 6-Sept 5 2002 talks the concern displayed commitment to continue and to develop the cooperation of its controlled NPPs with SIP. Dec 13, 2002, the sides met in Stockholm to sign the agreement “On Cooperation between the Rosenergoatom Concern and the Swedish International Project – Nuclear Security (SIP).”
