Results of special target inspecton at Leningradskaya NPP

A special target inspection of the Leningradskaya NPP was completed on Dec 14

For four days a Commission led by N. Markelov, Deputy Head of the Inspection Department of Rosenergoatom, inspected the operational status of the LNPP as well as the personnel activities, the work order system and the security culture at  the plant and submitted their findings to the NPP managers.

The peculiarity of this inspection was that it was a «blitz» check-up  and its results were presented in the form of a protocol with recommendations for independent analysis and conclusions by the inspected side.

First of all, the Commission pointed out that the plant’s personnel were open and ready to help them in their inspection. They showed a self-critical and conscientious approach. As a result , the inspection was fruitful, Markelpov said.

The representative of the Volgodon NPP, the deputy head of the plant’s Quality Control and Security Department  A. Kuznetsov inspected the work places and the equipment. He pointed to the commitment  of the whole personnel of the LNPP to help each other in their work and to the understanding of the plant’s management of their tasks for improving the works places, the technical documentation and the work process. Kuznetsov pointed out that the personnel of the LNPP are highly professional and that the management of the plant closely controls the quality of the equipment and work places and visually instructs the personnel on labor protection, security culture and emergency norms. And the personnel takes the instructions most seriously.

At the same time, the Commission revealed some inaccuracies in the documentation and deficiencies in the state of the work places.

The head of the department on labor and personnel protection of Rosenergoatom T.Kirillova said that the work order system of the LNPP is effective but for some insignificant deficiencies. One of the positive points of the system is the practice of «mixed» duties alleviating the time load and ensuring more fluent personnel activities.
 
In order to monitor the security culture of the plant, representatives of the Obninsk Research Center «Forecast-St. Petersburg» questioned 200 people and carried out 2 business games for 20 people. The results are quite good. Most of all, the personnel of the LNPP value high professionalism, knowledge and experience. Experts say that each NPP has its «face»: the LNPP is intellectual and individualistic. That’s why the prestige of work at the plant is one of the priority factors for raising the security culture. One more priority factor for the LNPP personnel is psychological climate at the plant.

While summing up the results of the inspection, Markelov said that the LNPP is the «locomotive» of Rosenergoatom. «Many of us took our first steps here and, today, many people are eager to acquire the rich experience of RMNK operation and modernization applied at the plant (the first two units of the plant have been modernized). The plant has a huge human and scientific-technical potential and great traditions,» Markelov said. The commissioners thanked the LNPP management and personnel for their cooperation. LNPP Director I.Lebedev and Chief Engineer O. Chernikov thanked the Commission for their work and promised that they will thoroughly examine and will try to make best of their recommendations.
