Rostekhnadzor approves methodological instructions on supervision of the manufacturing of equipment for facilities using nuclear energy

Rostekhnadzor has regulated control over manufacturing of equipment for facilities using nuclear energy

The head of Rostekhnadzor Konstantin Pulikovsky has confirmed methodological instructions on the supervision of the manufacturing of the equipment meant for facilities using nuclear energy.

The instructions stipulate that Rostekhnadzor inspectors should control all stages of the manufacturing of equipment, components, materials and semi-products meant for facilities using nuclear energy: drafting of technical documentation, preparation of the manufacturing process, incoming inspection of components, materials and semi-products, acceptance test. Rostekhnadzor demands that producers involve only highly-qualified specialists and regularly test them. The companies producing nuclear energy equipment should have testing aids, laboratory and metrological instruments.

The inspections can be planned and unplanned. Unplanned inspections should be held in case of license breaches or claims by operating companies or consumers.

If a producer fails to remove detected breaches or begins to commit them on a regular basis, Rostekhnadzor inspectors should suspend or cancel his license and make him administratively and criminally responsible. According to the Code of Administrative Violations, in such a case, he should pay a fine equivalent to 50 minimum wages.

The methodological instructions are based on the Law “On the Use of Nuclear Energy” and the recommendations of IAEA’s Safety Series 50-Ñ/SG-Q and Code on Quality Assurance (50-C-Q/Q1-Q14, Quality Assurance For Safety In Nuclear Power Plants And Other Nuclear Installations).

The equipment for facilities using nuclear energy are reactors and their components, heat exchange systems, pumps, pipelines, electric and electronic systems, instruments, units, dosimeter systems, reloaders, cranes, control, measuring and testing systems, radioactive waste storage and treatment facilities, thermal and biological protection systems, etc..
