Certification of labor protection activities at Rosatom organizations

Certification of labor protection activities is part of Russia’s state social policy for guaranteeing safe labor conditions at its organizations. The country has a whole network of agencies and experimental laboratories that certify labor protection activities.

The State Central Institute for Chief Executives Training (SCICET) is one of them. The Center was set up in Apr 2004 on the basis of Rosatom’s Center for Labor Protection and Radiation Safety and was registered as part of the system for certification of labor protection activities at organizations.

The Center’s employees are highly experienced and perfectly know the peculiarities of Rosatom’s organizations. The Center conducts regular seminars and trains highly-qualified experts.

Sept 3–12 2007 SCICET conducted an inspection of the labor protection system of Chepetsk Mechanical Plant (Glazov).

The Center’s expert commission checked up the activities of the plant’s management for ensuring the safety of labor, the work of the labor protection service, the personnel’s knowledge of labor protection rules. The experts visited the department for production of zirconium, the service of chief engineer, the department for labor protection, the training center.

The key goal of the plant’s management is to minimize the effects of negative factors on the health of their personnel and to prevent possible accidents. Assessment of work places is an important part of the plant’s program for improving its labor conditions and labor protection system.

The plant’s labor protection policy stipulates active measures for improving the quality of work places and the health of the personnel. All employees are involved in this program. All of them are aware of the results of the assessment of their work places and of the factors influencing their work.

In 2006 CMP spent over 250mln RUR to improve its labor conditions.

The experts pointed out that the plant has a very efficient labor protection system, which guarantees “a very high quality of labor.” They confirmed that the plant’s measures for ensuring the safety of its equipment and production processes and the health of its personnel complied with all relevant standards. The plant’s services effectively plan, control and implement labor protection measures and timely analyze the causes of injuries and professional diseases so as to prevent their recurrence.

As a result, the experts decided to grant Chepetsk Mechanical Plant a safety certificate.
