Feb 1 2008 Balakovo NPP is putting into force revised Safety Policy

The document is based on the standard “Analysis and Use of Experience of Operation of Nuclear Power Plants.”

Below is the full text of the policy:

“The management of the branch of Rosenergoatom Concern FSUE, Balakovo Nuclear Power Plant, state that the (nuclear and radiation) safety of the plant is their top priority and that for them safety is superior to energy production or operating schedule.

It is the immediate responsibility of the director of Balakovo NPP to ensure the implementation of the safety policy.

The safety of a nuclear power plant is the ability of the plant to keep radiation effects on the personnel, population and environment within admissible limits under any operating conditions, including accidents.

The safety of Balakovo NPP is based on the concept of deeply echeloned protection including:

1. systems of physical barriers preventing the release of nuclear radiation into the environment;

2. systems of technical and organizations measures for ensuring the efficiency and safety of the barriers and protecting the personnel, population and environment.

The key objectives of the safety policy are as follows:

1. protecting individuals, society and environment from radiation;

2. guaranteeing normal personnel exposure dose;

3. preventing accidents and guaranteeing that their consequences be as insignificant as possible.

The key tasks of the safety policy are as follows:

1. operating the plant in accordance with its standards, rules and regulations;

2. maintaining safety and operating systems, timely detecting and removing faults and regularly upgrading equipment;

3. ensuring high efficiency of performance;

4. selecting and training highly qualified personnel;

5. cultivating safety culture and high responsibility among the personnel;

6. detecting and preventing failures and troubles;

7. preventing failures from developing into design accidents and design accidents — into off-design accidents;

8. carrying out timely and effective emergency prevention measures;

9. using external and internal operating experience;

10. regularly analyzing operating safety system.

The management of Balakovo NPP guarantees that any initiatives of the employees of the plant aimed at enhancing its safety within the above-stated policy will be considered and supported.
