10th anniversary of the formation of Center for Collection and Analysis of Information on Safety of Research Nuclear Reactors

On Feb 23 2008 the Center for Collection and Analysis of Information on the Safety of Research Nuclear Reactors is marking its 10th birthday

The Center was set up by the Ministry of Atomic Energy of Russia on the basis of NIAAR (Research Institute of Nuclear Reactors) with a view to enhance the safety of research nuclear reactors and the efficiency of control over nuclear and radiation safety.

The Center has developed a unique system for collection and analysis of information on the safety of research nuclear reactors in Russia. The system helps to solve the following tasks»

— collecting, systematizing and analyzing information on deficiencies in the work of research nuclear reactors in Russia and information on incidents at foreign research reactors received from International Atom Energy Agency (IRSRR);
— preparing statistics of deficiencies in the work of research nuclear reactors in Russia;
— analyzing the causes of incidents at research nuclear reactors;
— developing corrective measures to overcome the consequences of deficiencies and to prevent their recurrence.

The system comprises 20 organizations of four ministries and departments providing information on deficiencies and violations in the work of research nuclear reactors in Russia.

Presently, the Center’s database contains information about 2,214 deficiencies and violations in the work of research nuclear reactors in Russia.

The Center closely cooperates with the Center for Analysis of NPP Operation Experience, the Crisis Center of Rosatom, the Russian International Center for Nuclear Safety, companies operating research nuclear reactors, design and research institutes, supervisory agencies.

The personnel of the Center has big experience of operation of research nuclear reactors.

The organizer of annual inter-sector conference on the safety of research nuclear reactors, the Center has become a generally-recognized forum for exchanging experience in operation of research nuclear reactors and organization of measures for ensuring their safety.

The results of the Center’s work are in wide demand among different companies and organizations, including IAEA, and serve as a good basis for adoption of important decisions for enhancement of the safety of research nuclear reactors.
