A commission of Rosenergoatom Concern inspected the emergency preparedness system of Bilibino NPP on Apr 18–23
The commission was led by the deputy technical director for licensing and emergency planning of Rosenergoatom Concern V.Khlebtsevich and comprised representatives of the Concern, Bilibino Nuclear Power Plant, the Technological Branch of Rosenergoatom Concern and the Institute of Biophysics.
The objective of the inspection was to see if Bilibino NPP carried out all necessary measures to prevent and quickly respond to possible emergencies and to protect its personnel and the population of the nearby area from their consequences and if all of its relevant services were prepared to respond to emergency situations.
The findings of the commission say: Bilibino NPP has set up a special committee for prevention and response to emergencies and fires and has drafted a specific plan of action for preventing emergencies and protecting people should they happen; the plant’s monitoring system controls the radiation situation in the area on a daily basis; the plant has necessary facilities for sheltering people in case of emergency; the plant has worked out a program for modernizing its emergency response centers and local alarm systems; the plant has formed a special civil defense force and freelance rescue groups and effectively cooperates with the authorities of Chukotka Autonomous Okrug and Bilibino district as well as with the agencies of the Emergency Ministry of Russia.
The commission inspected the local alarm system and the equipment of the rescue, emergency response and fire prevention services and organized a practical exercise to check up the emergency preparedness of the local personnel and freelance rescue forces (an ambulance group and a team for localizing reactor and turbine accidents).
The findings of the commission are positive: Bilibino Nuclear Power Plant is prepared for preventing and localizing emergencies.
In 2010 Bilibino NPP is planning to host a complex emergency response exercise. In this light, the commission pointed out the necessity of more intensive work for modernization of emergency response facilities at the plant and in Bilibino.
