Parliament of Leningrad region to intensify its cooperation with Leningrad NPP and Leningrad NPP-2

Today, Apr 24, Leningrad Nuclear Power Plant (Leningrad region, branch of Rosenergoatom Concern) received a delegation of two standing committees of the Parliament of Leningrad region: the committee on construction, transport and roads and the committee on housing and fuel and energy complexes. The head of the Sosnovy Bor municipal unit V.Nekrasova also took part in the visit.

The director of Leningrad NPP V.Lebedev told the guests about the plant’s constant work to enhance its safety as well as about the modernization of its 1st, 2nd and 3rd units. “As a result, this year we are planning to produce 29bln KWh even though our maximum capacity is 28bln KWh,” Lebedev said.

The parliamentarians asked Lebedev how they were solving the social problems related to big constructions, particularly, LNPP-2 project.

“The key problems of such projects are known: housing and personnel training. In order to solve them we are planning to use the capacities of the existing plant, first of all, its unique simulators,” Lebedev said.

As a solution to the problem of housing, the member of the parliament of Leningrad region, the former director of Leningrad NPP A.Yeperin suggested drafting a government resolution on the transfer of 10% of capital investments into a special social fund. This scheme was applied under Kalinin-3 project. Lebedev supported the idea.

The parties also decided to set up a special group for monitoring the construction of Leningrad NPP-2. The groups will comprise representatives of the Sosnovy Bor authorities and a number of nuclear companies.

Leningrad NPP operates four units with RBMK reactors (1000MW each). The life of the 1st unit has been extended for 15 years, the life of the 2nd unit — for five years (after the current modernization it will be extended for 15 more years). The service periods of 3rd and 4th units expire in 2009 and 2011, respectively. Their lives will be extended for 20 years.

In 2007 Leningrad NPP generated 24.633bln KWh and supplied to consumers 22.515bln KWh against 23.178bln KWh and 21.198bln KWh, respectively, in 2006. In 2007 the capacity factor made up 70.3% against 66.2% in 2006.

In 2007 the commercial output made up 16.917bln RUR or 22.3% more than in 2006.
