We are entering the phase of sensible investment planning

On Apr 24–25 Leningrad NPP and Leningrad NPP-2 hosted a guest meeting of the Council for Investment Programs Development and Investment Efficiency Monitoring of Rosenergoatom Concern

While opening the meeting the chairman of the council, the head of the Department for Management of Investment Programs of Rosenergoatom Concern Gennady Sakharov set the tune by saying: “Now we are entering the phase of sensible investment planning.”

Sakharov told his colleagues – representatives of Atomenergoprom OJSC, Rosenergoatom Concern, its branches and research companies – that the key task for the moment is to harmonize their planning activities – long-term (15 years), mid-term (3 years) and short-term (1 year) – with the current capital investment programs. So as to avoid questions like: “How much does my reactor cost under this project?” or “How much will it cost when it is launched?” — we must create a single system of investment planning, which will clearly specify the cost of all new reactors and the cost of any investment projects in both the current prices and the prices we will have when starting them. We must learn to make precise forecasts.

The situation is changing: “Today, our nuclear industry enjoys general attention: the Government has adopted a federal target program for its development and a long-term plan of action of Rosatom State Nuclear Energy Corporation. Unless we form an efficient planning system, we will fail to carry them out. Now we are waiting for Atomenergoprom’s guidelines so as to understand its mission and goals and to know what and how to plan, to comprehend what the goal of our long-term program actually is: to earn profit or to give more electricity at own detriment.”

“I am sure that we will solve these problems. Presently Rosatom, Atomenergoprom and Rosenergoatom are working hard to establish an efficient strategic planning system based on the plan of capital investments. In their work they pay great attention to the proposals of the nuclear power plants as nobody understands these economics better than the people working there and having done this work for a long time.”

“I would like our council to become a place where people dealing with construction economics, pricing, investment planning, capital construction would communicate more frankly,” Sakharov said in conclusion.

The acting head of the Directorate for the Construction of Leningrad Nuclear Power Plant-2 Oleg Lebedev told the Council about the establishment of Rosenergoatom’s first directorate for the construction of a nuclear power plant and the problems of the directorate “so as we solve them now before they accumulate.”
